The answer is YES.
You can use Google ads to promote affiliate offers, however you must read the merchant policy and abide by the rules and follow Google ads guidelines for promoting the specific offer you are trying to promote.
Also, even if you're already approved to promote a specific offer, you might not be allowed to use copyrighted materials in your ads.
